A service appears to residents as available at the moment the Council moves it into service, and not before. That switch is a deliberate act inside the workspace and it is recorded.
Accounts are issued by Georgetown's administrator from inside the municipal workspace — there is no public sign-up for staff, on purpose. If you are a Georgetown officer and you need access, ask your administrator; if the Council does not yet have an administrator set up, that is arranged with VertAcc when the city is onboarded.
A staff account reaches the municipal workspace only. It cannot see any other city's records, and it has no route into the Council's financial system.
